Brief analysis of the final Population Census 2021 – Population by citizenship by city/municipality

Compared to the 2011 census, when the total number of inhabitants in the Republic of Croatia was 4,284,889, the final census of 2021 shows a decrease in the number of inhabitants by slightly less than 400 thousand inhabitants (396,360).

The depopulation trend continues, the mortality rate is higher than the birth rate, certain demographic areas are emptied due to the lack of public services, education system or work opportunities. It is necessary to introduce clear criteria for the implementation of demographic revitalization /retain young people by encouraging employment, invest in the housing stock, harmonize the pension and health systems, define a migration policy in order to mitigate emigration in agriculture, crafts and construction occupations/.

According to statistical data of population by citizenship by cities/municipalities; the stateless category according to the 2011 census numbered 749, and the largest number of stateless persons was in the areas of the city of Zagreb (135), Primorje-Gorski Kotar (87) and Istria County (74).

The final population census from 2021 indicates a very small trend of a decrease in the number of stateless persons over a ten-year period, and a determination that we attribute to a different geographical location compared to the census from 2011. The total number of stateless persons according to the 2021 population census is 558, from of which the largest number of stateless persons according to the final census in 2021 was determined in the area of the city of Zagreb (93), and the Adriatic: Dubrovnik-Neretva County 71, (of which the town of Ston 59), and Split-Dalmatia County with a number of 60 (of which the city Split 23) Bjelovar-Bilogora 13, Brod-Posavina 13, Krapina-Zagorje 11, Požega-Slavonia 11, Međimurje 5, Koprivnica-Križevci 5, Lika-Senj 3.

This is exactly what gives us guidelines for locating field visits during 2023, cooperation with the local community, education of all stakeholders in society, with the aim of easier “discovery” of stateless persons so that they become visible, integrate into Croatian society and become equal within it.
